  1. Am I required to fulfil the CPD requirement once I have registered with CIB? Top

    Yes. When you are registered with CIB as either Chief Executive or Technical Representative of our Member, you are required to fulfil the CPD requirement by the end of each calendar year before you are able to renew the registration.  If you have previously been registered as insurance intermediaries in Hong Kong during the year, those periods of registration will be taken into account in assessing the number of CPD Hours required.

  2. Whether my previous registration with IARB or PIBA in this year matters? Top

    Yes.  Period of previous registration as insurance intermediaries in IARB or PIBA will be taken into account as if being registered with CIB when deciding the requisite CPD Hours in the relevant year.  The CPD Hours earned during those periods will also be recognized.

  3. How many CPD Hours should I earn this year? Top
    10 CPD Hours are required for each calendar year.  There are provisions for deduction for part-year registration or for concession for long-term illness, both at the rate of 1 CPD Hour waived for each 5-week (i.e. 35 days) period of continual non-registration or of continual certified sick leave from work. 

  4. When should I apply for concession due to long-term illness? Top
    You may apply whenever there is medical certificate for the 5-week period of continual absence from work due to long term illness.

  5. If I were suffered from long term illness and were granted 5-week sick leave by registered medical practitioner from mid December to late January, can I apply for concession in either year? Top
    No.  The 5-week period of continual sick leave has to be in the one calendar year for applying the concession for that year.

  6. If I have previously been registered with IARB and passed their CPD assessment by 31 July and my registration with CIB started in August, am I required to earn 10 CPD Hours before being able to renew my registration by end of the year? Top
    If you could provide documentary proof that you have passed the IARB's CPD assessment as at 31 July in that year, you are deemed to have earned 6 CPD Hours for that year and you are therefore required to earn the remaining 4 CPD Hours during the period from August to December.

  7. If I have previously been registered with IARB but have not passed their CPD assessment by 31 July (or have got no proof of such), am I entitled to the 6 CPD Hours waiver? Top
    No.  You are not.

  8. How can I earn the CPD Hours? Top
    There are 3 ways to earn CPD Hours:
    1. Studying to attain specified qualifications or university degrees or postgraduate degrees in disciplines relating to the scope of qualified CPD activities – eligible to claim 10 CPD Hours per year, up to 6 years at most for each qualification or degree programme.  Please also read answers to Questions no. (9) and (12).
    2. Accomplishing the CPD programme (if any) of specified qualification – eligible to claim 10 CPD Hours per year. Please also read answer to Question no. (13).
    3. Participating in or speaking at accredited and qualified CPD activities – eligible to claim 1 CPD Hour per hour of participation or 3 CPD Hour per 1 hour of addressing in the activity.  Please also read answers to Questions no. (9), (10), and (11).

  9. What is the scope of qualified CPD activities? Top
    The scope includes those structured activities related to any one of the following:
    1. Local insurance (or related) legislation
    2. Regulatory aspects of insurance practice in Hong Kong
    3. Insurance
    4. Actuarial science
    5. Risk management
    6. Financial planning
    7. Other disciplines which are directly related to the work of insurance intermediaries, such as investment, law and legal knowledge, finance, business, commerce, management, engineering or communication skills.

  10. How can I know whether a qualified CPD activity is also accredited? Top
    The following check-points will help you to assess:
    1. Whether it is on the list of accredited activities published by The Hong Kong Council for Accreditation of Academic and Vocational Qualifications ("HKCAAVQ") at their website http://www.hkcaa.edu.hk; or
    2. Whether it is a CPD activity organized by CIB or PIBA or IARB or IA; or
    3. Whether it is a CPD course organized or formally accredited by specified professional bodies AND it is within the scope of qualified CPD activities.  (The organizer need not be the specified professional bodies.)

  11. Who are the specified professional bodies that attending their accredited CPD activities can let me earn CPD Hours under the IIQAS CPD Programme? Top
    Specified professional bodies mean those established under an Ordinance or those required to perform statutory duties under an Ordinance of Hong Kong.  To the best of CIB's knowledge, they include:
    1. Hong Kong Institute of Architects
    2. Hong Kong Institute of Certified Public Accountants
    3. Hong Kong Institute of Housing
    4. Hong Kong Institute of Landscape Architects
    5. Hong Kong Institute of Planners
    6. Hong Kong Institute of Surveyors
    7. Hong Kong Institution of Engineers
    8. The Law Society of Hong Kong

  12. What are the specified qualifications that my study to attain either one of them can let me fulfil the IIQAS CPD Requirement? Top
    They are:
    1. Associate or Fellow of the Chartered Insurance Institute
    2. Senior Associate or Fellow of the Australian and New Zealand Institute of Insurance and Finance
    3. Certified Financial Planner
    4. Chartered Financial Consultant
    5. Chartered Life Underwriter
    6. Chartered Property Casualty Underwriter
    7. Fellow, Chartered Financial Practitioner of the Life Underwriters Association of Hong Kong
    8. Fellow of the Faculty of Actuaries in Scotland
    9. Fellow of the Institute of Actuaries of England

  13. What are the specified qualifications that by accomplishing their CPD programme, if any, I also fulfil the IIQAS CPD Requirement? Top
    They are:

  14. What are the documentary proofs that I have to furnish to CIB to confirm my fulfilment of the CPD requirement? Top
    Upon request by CIB, you should be able to produce either of the following to prove your CPD compliance:
    • Documentary evidence of passing examination of at least one subject for the qualification being studied during the relevant year; or
    • Documentary evidence of examination results, coursework assessment or attendance for study of the degrees during the relevant year; or
    • Documentary evidence of holding the qualification and of accomplishment with its CPD programme; or
    • Certificate of Attendance of an accredited CPD activity.
    Claim of having earned CPD Hours without documentary proofs shall not be accepted.

  15. I have completed a degree of business administration 2 years ago. Can I apply that study of degree to claim any CPD Hours this year? Top
    No.  The study of degree has to be taking place during the relevant year of assessment and has to be proved with documentary evidence of examination results, coursework assessment or attendance for study of the degree in that year.

  16. I am eligible to, say the qualification of Senior Associates of ANZIIF but have not kept its membership.  Can I by voluntarily accomplishing their CPD programme claim to have also fulfil CIB's CPD requirement? Top
    No.  You have to be the holder of the qualification and furnish with CIB documentary evidence of both holding the qualification and of accomplishing its CPD programme.

  17. Can I claim to have accomplished the CPD Programme by showing that I am holder of a specified professional qualification? Top
    No.  You have also to satisfy CIB that you have accomplished the CPD programme of that particular professional qualification.  If CPD accomplishment is itself a prerequisite to hold the qualification, literature published by the institutions awarding the qualification accounting of this should be furnished as proof.

  18. I have attended a seminar accredited by The Hong Kong Council for Accreditation of Academic and Vocational Qualifications which carries 2 non-core credits.  Are these equivalent to 2 CPD Hours so that I can claim to have earned such under the CPD programme? Top
    So far as the seminar has been accredited by The Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and the accreditation remains valid when you attend it, the 2 non-core credits you have earned will be considered to be equivalent to 2 CPD Hours for that year.  For your information, under the new CPD programme, the distinction between core and non-core activities has been removed.  The crux rests upon whether the activities are accredited or not.

  19. What is the documentary proof that I have to furnish to CIB for applying concession in CPD requirements for my long term or prolonged illness? Top
    CIB will accept medical certificate issued by registered medical practitioners who are by statute authorized to issue medical certificate for sick leaves as documentary proof for concession.

  20. What is the documentary proof that I have to furnish to CIB for showing that I have passed the CPD assessment of the IARB as at 31 July? Top
    CIB will accept certification issued by either IARB or your then appointing insurer(s).

  21. What can I do if my previous employer has kept my CPD record and the proofs but refused to return or release them to me after I left their company? Top
    It is the responsibility of individuals to retain all original documentary proofs for their CPD compliance of the immediate past 3 calendar years.  Since the record and proofs may be personal data of yours, you may wish to seek assistance from the Office of the Commissioner of Privacy in this regard.
